Default Building a better burner

I'm in the process of building a new Finisher/reheater/place I put my finished syrup to heat it before packing Jim is making on that is 24" X 48" will have drawoff box and 6 ports for filter press and temperature probes. I don't like the typical propane burners so I have one of these coming from Ebay. I plan on removing them and making my own burner. I'm thinking (3) 1/2" pipes with individual valves running the length of the pan. I want to be able to go from simmer to full out boil Has anyone used this type of burner.

My brother uses ones like that for making beer, not sure if you can turn them down low enough.....
